The gist: There are state laws that govern which activities provided by creative service entities (ad agencies, public relations firms, etc) are taxable. Responsibility for separating taxable services and nontaxable services falls upon the business and its accounting practices. In many cases, graphic design services are not taxable but the production of a tangible product is.
